Mission Statement

The Merrimac Select Board has 3 members who are elected to serve 3 year terms. The Town Bylaws and the General Laws of Massachusetts grant the Select Board powers to govern the Town.

The Select Board act as the primary policy-making body for a wide variety of issues, which affect the Town’s development and provision of services. They recommend the budget to the Annual Town Meeting, approve the reorganization of Town departments; provide oversight for matters in litigation; and act as the licensing authority for a variety of licenses and permits. Liquor License

The Select Board is the liquor licensing authority for the Town of Merrimac. For information and applications for on premise and off premise licenses, please visit the Alcoholic Beverage Control Commission site.

Yard Sale

Yard Sale permits are $3 per day and are available online (fees apply) and print receipt as proof of permit.

Parking Tickets

Per Merrimac Town Bylaw Article VI, Section XII: Motor vehicles are prohibited from parking in any street or highway for more than one (1) hour from 11:00PM to 6:00AM, from November 15th to April 1st.

Appeal Process

M.G.L Chapter 90 §20A ½ allows individuals to appeal unpaid parking tickets within 21 days from the date the ticket was issued by completing a Parking Ticket Appeal Form. The appeal must include the name and address of the person appealing the ticket, the name and address of the registered owner of the vehicle if it is not the same, and the reason for the appeal. The appeal must include any evidence, diagrams or documentation supporting the appeal.

Once the Parking Clerk receives the parking ticket appeal, the ticket is placed on “hold” and does not accumulate penalties during the duration of the appeal. Under M.G. L. Chapter 90 §20A ½ the Parking Clerk has 21 days to answer any written appeal.

Hearing Process

M.G.L. Chapter 90 §20A ½ allows individuals to appeal unpaid parking tickets within 21 days from the date the ticket was issued. A Person may request a hearing in lieu of written appeal by calling (978) 346-8862 and requesting a hearing. Hearings will be held one day a month as determined by the Parking Clerk.

However, an appellant that has been denied on a written appeal may request a hearing to provide any additional evidence not provided with the written appeal.

Decisions made by the Parking Clerk are final. An appellant may appeal a Final Judgment from the Parking Clerk to Newburyport District Court

Citizens Petition

Citizen’s Petition- Town Meetings
The Town Meeting Warrant is developed by the Select Board and is generally composed of items, called Articles, brought forth by various Town departments, committees, and citizens for consideration at and by Town Meeting. If the Select Board does not want to put an article on the warrant, individual citizens can add their agenda items to the Town Meeting through the statutory process called a Citizens’ Petition.

To insert an article on the warrant for a Town Meeting via the citizen’s petition process, voters of the Town must file a written and signed petition. The petition must include the actual wording of the article being requested. It is recommended that the language be checked by our Town Moderator, Earl Baumgardner before circulating the petition for signatures. 

Completed petitions are to be filed with the Select Board which will forward them to the Town Clerk for certification. Once the minimum number of signatures has been certified, the Select Board and Finance Committee will be informed.

ANNUAL TOWN MEETING:
To place an article on the Annual Town Meeting Warrant, submit the completed petition below to the Select Board Office no later than 60 days before the Meeting with at least 10 signatures of Merrimac registered voters.  

SPECIAL TOWN MEETING:
To place an article on the Special Town Meeting Warrant, submit the completed petition below to the Select Board Office no later than 28 days before the Meeting with at least 100 signatures of Merrimac registered voters.
